EQuALLS2 Project Accomplishments from October 2009 to March 2010
USAID, through its Education Quality and Access for Learning and Livelihood Skills (EQuALLS2) Project, continues to provide assistance to schools, teachers, and learners in conflict-affected areas in Mindanao. From October 2009 to March 2010, the following forms of assistance were extended to the regions, provinces, and municipalities indicated below.
Autonomous Region in Muslim Mindanao (ARMM)
USAID is assisting the municipalities of Lantawan and Maluso in Basilan province under the EQuALLS2 Project.
In Lantawan, USAID supported 25 Parent-Teacher Associations (PTAs). It also trained 74 school administrators—three in Science, 61 in Training ++, and 10 in mentors’ assemblies—and 173 teachers—20 in Science, 107 in Training ++, and 46 in mentors’ assemblies. A total of 118 out-of-school children and youth (OSCY) enrolled in basic education programs and 79 out-of-school youth (OSY) participated in workforce development (WFD) programs—35 in Garments Making, 25 in Information and Communications Technology (ICT), and 19 in Construction.
In Maluso, USAID refurbished one Community Learning Center (CLC) and supported 14 PTAs. It also trained 44 school administrators—six in Science, 32 in Training ++, and six in mentors’ assemblies—and 225 teachers—35 in Science, 140 in Training ++, and 50 in mentors’ assemblies. A total of 648 OSCY enrolled in basic education and 56 OSY participated in WFD programs—35 in Baking and 21 in Welding.
The International Youth Foundation / Education Livelihood and Skills Alliance (IYF/ELSA) is implementing USAID’s EQuALLS2 Project in Basilan.
USAID is assisting Marawi City and the municipalities of Ganassi and Kapatagan in Lanao del Sur province under the EQuALLS2 Project.
In Marawi City, USAID refurbished six CLCs and supported 14 PTAs. It also trained three school administrators and 14 teachers in Science. A total of 124 OSY participated in WFD programs—50 in Construction, 26 in Garments Making, 24 in Driving, and 24 in Hairdressing.
In Ganassi, USAID supported 23 PTAs. It also trained five school administrators and 27 teachers in Science.
In Kapatagan, USAID supported eight PTAs. It also trained two teachers in Science. A total of 133 OSY participated in WFD programs—29 in Building Wiring Installation, 29 in Food Processing, 25 in Baking, 25 in Carpentry, and 25 in Small Engine Servicing.
The Synergeia Foundation is implementing USAID’s EQuALLS2 Project in Lanao del Sur.
USAID is assisting the municipalities of Barira, Buldon, Datu Paglas, Datu Piang, Datu Saudi Uy Ampatuan, Mamasapano, Paglat, and Upi in Maguindanao province under the EQuALLS2 Project.
In Barira, USAID supported 22 PTAs. It also trained one administrator and 13 teachers in Science.
In Buldon, USAID supported 23 PTAs and trained four school administrators and 23 teachers in Science.
In Datu Paglas, USAID refurbished two CLCs and supported 19 PTAs. It also trained five school administrators and 19 teachers in Science.
In Datu Piang, USAID refurbished six classrooms. It also trained 47 school administrators—10 in Science, three in Math, 28 in Materials Development, and six in Education in Emergencies (EiE)—and 314 teachers—69 in Science, nine in Math, 198 in Materials Development, 37 in EIE, and one in management. A total of 181 OSCY enrolled in basic education programs and 223 OSY participated in WFD programs—74 in Driving, 59 in Footwear & Leather Goods Making, 30 in Baking & Pastries Making, 30 in Beauty Care Services, and 30 in Construction.
In Datu Saudi Uy Ampatuan, USAID refurbished four classrooms and supported 11 PTAs. It also trained 30 school administrators—nine in Science, one in Math, 14 in Materials Development, one in EIE, and five in Management—and 336 teachers—109 in Science, 10 in Math, 166 in Materials Development, 40 in EIE, and 11 in Management. A total of 242 OSCY enrolled in basic education programs and 165 OSY participated in WFD programs—30 in Bag Making, 30 in Baking & Pastries Making, 30 in Beauty Care, 25 in Construction Painting, 25 in Driving with Preventive Maintenance, and 25 in Masonry.
In Mamasapano, USAID refurbished three classrooms and supported six PTAs. It also trained 25 administrators—eight in Math, 14 in Materials Development, and three in EIE—and 296 teachers—eight in Science, 89 in Math, 166 in Materials Development, and 33 in EIE. A total of 203 OSCY enrolled in basic education programs and 218 OSY participated in WFD programs—60 in Construction, 50 in Automotive Servicing, 30 in Bag Making, 30 in Footwear/Slippers Making, 25 in Driving with Preventive Maintenance, and 23 in Trainers’/Assessors’ Methodology.
In Paglat, USAID refurbished six CLCs and supported six PTAs. It also trained five teachers in Science.
In Upi, USAID supported 31 PTAs. It also trained four school administrators in Science and 20 teachers—19 in Science and one in ICT.
In Maguindanao, USAID’s EQuALLS2 Project is being implemented by Save the Children in Datu Piang, Datu Saudi Uy Ampatuan, and Mamasapano, and by the Synergeia Foundation in Barira, Buldon, Datu Paglas, Paglat, and Upi.
USAID is assisting the municipalities of Jolo, Luuk, Omar, Patikul, Siasi, and Talipao in Sulu province under the EQuALLS2 Project.
In Jolo, USAID refurbished four CLCs and supported 28 PTAs. It also trained 48 school administrators—18 in Math and 30 in Management—and 559 teachers in Math. A total of 517 OSCY enrolled in basic education programs and 98 OSY participated in WFD programs—26 in Hairdressing, 25 in Beauty Care, 24 in Construction, and 23 in Baking.
In Luuk, USAID supported seven PTAs. It also trained one school administrator in English and 13 teachers—10 in English, one in Science, and two in Math. A total of 180 OSCY enrolled in basic education programs and 330 OSY participated in WFD programs—60 in Baking & Pastries Making, 60 in Seaweeds Production, 30 in Bottled Sardines Production, 30 in Fish Processing, 30 in Food Processing, 30 in Fruit Processing, 30 in Horticulture, 30 in Silkscreen Printing, and 30 in Small Engine Servicing.
In Omar, USAID supported 14 PTAs. It also trained six school administrators—two in English, two in Math, and two in Management—and 27 teachers—13 in English, one in Science, 10 in Math, and three in Management. A total of 239 OSCY enrolled in basic education programs and 350 OSY participated in WFD programs—60 in Silkscreen Printing, 59 in Seaweeds Production, 57 in Dressmaking, 54 in Horticulture, 30 in Baking & Pastries Making, 30 in Fish Processing, 30 in Photographic Printing, and 30 in Vegetable Processing.
In Patikul, USAID supported 12 PTAs. It also trained 14 school administrators in Management. A total of 56 OSCY enrolled in basic education programs and 73 OSY participated in WFD programs—48 in Horticulture and 25 in Small Engine Servicing.
In Siasi, USAID refurbished 12 CLCs and supported 30 PTAs. It also trained 40 school administrators—six in Science, four in Math, and 30 in Management—and 531 teachers—261 in Science, 267 in Math, two in Management, and one Instructional Manager in Basic Literacy.
In Talipao, USAID supported 10 PTAs. It also trained one school administrator in Math and 24 teachers—five in English, one in Math, and 18 in Materials Development—and 206 teachers—31 in English, two in Science, 19 in Math, and 154 in Materials Development. A total of 179 OSCY enrolled in basic education programs and 441 OSY participated in WFD programs—178 in Silkscreen Printing, 120 in Horticulture, 55 in Baking & Pastries Making, 30 in Bag Making, 30 in Fruit Processing, and 28 in Vegetable Processing.
In Sulu, USAID’s EQuALLS2 Project is being implemented by the Synergeia Foundation in Jolo, Patikul, and Siasi, and by Save the Children in Luuk and Talipao.
USAID is assisting the municipalities of Bongao and Panglima Sugala in Tawi-Tawi province under the EQuALLS2 Project.
In Bongao, USAID refurbished five CLCs and supported 39 PTAs. It also trained 86 school administrators—four in Science, 54 in Training++, and 28 in mentors’ assemblies—and 450 teachers—11 in English, 59 in Science, one in Math, 270 in Training++, and 109 in mentors’ assemblies.
In Panglima Sugala, USAID refurbished five CLCs and supported 14 PTAs. It also trained 36 school administrators—two in Science, 17 in Training++, eight in Management, and nine in mentors’ assemblies—and 83 teachers—three in English, 24 in Science, 12 in Math, 15 in Training++, and 29 in mentors’ assemblies. A total of 591 OSCY enrolled in basic education programs.
IYF/ELSA is implementing USAID’s EQuALLS2 Project in Tawi-Tawi.
Region IX (Western Mindanao)
In this city, USAID supported 13 PTAs. It also trained 12 school administrators—six in Materials Development and six in Management—and 526 teachers—three in English, seven in Science, 506 in Materials Development, and 10 in Management. A total of 90 OSCY enrolled in basic education programs and 413 OSY participated in WFD programs—176 in Baking & Pastries Making, 125 in Silkscreen Printing, 64 in Fruit & Meat Processing, and 48 in Computer Hardware Servicing.
Save the Children is implementing USAID’s EQuALLS2 Project in Isabela City.
In this city, USAID supported 18 PTAs. It also trained 12 school administrators—six in Materials Development, five in Management, and one in the Expanded Local School Board (ELSB) system—and 695 teachers—one in English, eight in Science, two in Math, 670 in Materials Development, eight in Management, and six in the ELSB system. A total of 150 OSCY enrolled in basic education programs and 428 OSY participated in WFD programs—180 in Baking & Pastries Making, 78 in Shielded Metal Arc Welding, 50 in Automotive Servicing, 30 in Beauty Care, 30 in Building Wiring Installation, 30 in Hairdressing, and 30 in Massage Therapy.
Save the Children is implementing USAID’s EQuALLS2 Project in Zamboanga City.
USAID is assisting the municipalities of Salug and Siocon in Zamboanga del Norte province under the EQuALLS2 Project.
In Salug, USAID supported 13 PTAs. It also trained 45 school administrators—30 in Materials Development and 15 in Management—and 430 teachers—11 in English, 20 in Science, 11 in Math, 358 in Materials Development, and 30 in Management. A total of 180 OSCY enrolled in basic education programs and 445 OSY participated in WFD programs—120 in Baking & Pastries Making, 56 in Gas & Diesel Engine Overhauling, 56 in Shielded Metal Arc Welding, 55 in Automotive Servicing, 50 in Food & Beverage Preparation, 50 in Household Services, 30 in Small Engine Servicing, and 28 in Construction.
In Siocon, USAID supported 17 PTAs. It also trained 27 school administrators—22 in Materials Development and five in Management—and 405 teachers—nine in English, 19 in Science, eight in Math, 342 in Materials Development, and 27 in Management. A total of 210 OSCY enrolled in basic education programs and 352 OSY participated in WFD programs—87 in Automotive Servicing, 76 in Shielded Metal Arc Welding, 50 in Food & Beverage Preparation, 50 in Household Services, 30 in Driving, 30 in Small Engine Servicing, and 29 in Dressmaking.
Save the Children is implementing USAID’s EQuALLS2 Project in Zamboanga del Norte.
USAID is assisting the municipalities of Dinas, Margosatubig, and San Miguel in Zamboanga del Sur province under the EQuALLS2 Project.
In Dinas, USAID supported 30 PTAs. It also trained 93 school administrators—five in Science, 20 in Math, 40 in Materials Development, 12 in ICT, 15 in Management, and one in the ELSB system—and 594 teachers—16 in English, 16 in Science, 149 in Math, 310 in Materials Development, 86 in ICT, and 17 in Management. A total of 180 OSCY enrolled in basic education programs and 579 OSY participated in WFD programs—120 in Basic Plumbing, 120 in Building Wiring Installation, 60 in Massage Therapy, 55 in Shielded Metal Arc Welding, 50 in Driving, 30 in Baking & Pastries Making, 30 in Beauty Care, 30 in Dressmaking, 30 in Tailoring, 29 in Entrepreneurship, and 25 in Small Engine Servicing.
In Margosatubig, USAID supported 18 PTAs. It also trained 29 school administrators—14 in Materials Development, eight in ICT, and seven in Management—and 419 teachers—eight in English, 15 in Science, three in Math, 292 in Materials Development, 87 in ICT, 13 in Management, and one in the ELSB system. A total of 178 OSCY enrolled in basic education programs and 384 OSY participated in WFD programs—178 in Baking & Pastries Making, 60 in Kitchen Cooking, 30 in Beauty Care, 30 in Footwear Making, 30 in Massage Therapy, 30 in Photographic Printing, and 26 in Building Wiring.
In San Miguel, USAID supported 18 PTAs. It also trained 25 school administrators—five in Math, 10 in Materials Development, and 10 in Management—and 364 teachers—six in English, 10 in Science, 104 in Math, 224 in Materials Development, 19 in Management, and one in the ELSB system. A total of 83 OSCY enrolled in basic education programs and 570 OSY participated in WFD programs—234 in Baking & Pastries Making, 86 in Building Wiring, 85 in Photographic & Silkscreen Printing, 55 in Driving, 53 in Small Engine Servicing, 32 in Commercial Cooking, and 25 in Carpentry.

USAID is assisting the municipalities of Alicia, Malangas, and Olutanga in Zamboanga del Sur province under the EQuALLS2 Project.
In Alicia, USAID supported 29 PTAs. It also trained 14 school administrators—four in Science, five in Math, and five in Management—and 329 teachers—12 in English, 137 in Science, 132 in Math, six in Materials Development, and 42 in Management. A total of 181 OSCY enrolled in basic education programs and 492 OSY participated in WFD programs—204 in Baking & Pastries Making, 63 in Fish Cage Construction, 60 in Kitchen Cooking, 54 in Welding, 53 in Household Services, 30 in Seaweeds Production, and 28 in Food & Beverage Preparation.
In Malangas, USAID refurbished two classrooms and supported 24 PTAs. It also trained two school administrators in Management and 61 teachers—seven in English, 13 in Science, nine in Math, six in Materials Development, 25 in Management, and one in the ELSB system. A total of 148 OSCY enrolled in basic education programs and 164 OSY participated in WFD programs—115 in Baking & Pastries Making, 25 in Food & Beverage Preparation, and 24 in Automotive Servicing.
In Olutanga, USAID supported 18 PTAs. It also trained 28 school administrators—five in Science, one in Math, 14 in Materials Development, and eight in Management—and 397 teachers—six in English, 133 in Science, seven in Math, 236 in Materials Development, and 15 in Management. A total of 146 OSCY enrolled in basic education programs and 579 OSY participated in WFD programs—239 in Baking & Pastries Making, 60 in Fish & Meat Processing, 56 in Driving with Preventive Maintenance, 52 in Kitchen Cooking, 31 in Beauty Care, 31 in Massage Therapy, 30 in Building Wiring, 30 in Small Engine Servicing, 25 in Food & Beverage Preparation, and 25 in Household Services.
Save the Children is implementing USAID’s EQuALLS2 Project in Zamboanga Sibugay.
Region XII (Central Mindanao)
In this city, USAID refurbished five CLCs and supported six PTAs. It also trained 15 school administrators—nine in ICT and six in Management—and 74 teachers—eight in Science, seven in Math, and 59 in ICT. A total of 1,929 OSCY enrolled in basic education programs and 117 OSY participated in WFD programs—66 in Cellphone Repair, 31 in Food Processing, and 20 in Cosmetology.
IYF/ELSA is implementing USAID’s EQuALLS2 Project in Cotabato City.
USAID is assisting the municipalities of Midsayap and Pigkawayan in North Cotabato province under the EQuALLS2 Project.
In Midsayap, USAID supported 40 PTAs. It also trained 214 school administrators—66 in Science, 24 in Math, 88 in Materials Development, and 36 in Management—and 2,192 teachers—791 in Science, 223 in Math, 1,140 in Materials Development, and 38 in Management. A total of 150 OSCY enrolled in basic education programsand 818 OSY participated in WFD programs—179 in Driving with Preventive Maintenance, 89 in Welding, 86 in Consumer Electronics, 85 in Commercial Cooking, 62 in Building Wiring Installation, 58 in Baking & Pastries Making, 58 in Small Engine Servicing, 57 in Automotive Servicing, 56 in Computer Hardware Repair, 30 in Food & Beverage Preparation, 29 in Beauty Care, and 29 in Hairdressing.
In Pigkawayan, USAID supported 30 PTAs. It also trained 30 school administrators—12 in ICT and 18 in Management—and 149 teachers—38 in Science, 17 in Math, 81 in ICT, and 13 in Management. A total of 558 OSCY enrolled in basic education programs and 129 OSY participated in WFD programs—97 in Food & Beverage Preparation and 32 in Automotive Servicing.
Save the Children is implementing USAID’s EQuALLS2 Project in North Cotabato.
USAID is assisting the municipality of Malapatan in Sarangani province under the EQuALLS2 Project.
In Malapatan, USAID supported 12 PTAs. It also trained five school administrators in Management and 49 teachers—28 in Science, 12 in Math, and nine in Management. A total of 115 OSCY enrolled in basic education programs and 25 OSY participated in the Shielded Metal Arc Welding WFD program.
IYF/ELSA is implementing USAID’s EQuALLS2 Project in Sarangani.
USAID is assisting the municipalities of Sto. Niño and Tantangan in South Cotabato province under the EQuALLS2 Project.
In Sto. Niño, USAID supported 10 PTAs. It also trained 11 school administrators—two in Science and nine in Management—and 33 teachers—20 in Science, 12 in Math, and one in Management. A total of 95 OSY participated in WFD programs—31 in Consumer Electronics, 30 in Building Wiring, 25 in Computer Care, and nine in Basic Computer Literacy.
In Tantangan, USAID supported 12 PTAs. It also trained 10 school administrators in Management and 46 teachers—32 in Science, 12 in Math, and two in Management. A total of 81 OSY participated in WFD programs—30 in Plumbing, 27 in Consumer Electronics, and 24 in Basic Computer Literacy.
IYF/ELSA is implementing USAID’s EQuALLS2 Project in South Cotabato.
USAID is assisting the municipalities of Esperanza, Lambayong, and Lutayan in Sultan Kudarat province under the EQuALLS2 Project.
In Esperanza, USAID supported 14 PTAs. It also trained nine school administrators in Management and 48 teachers—24 in Science, 20 in Math, and four in Management. A total of 346 OSCY enrolled in basic education programs and 86 OSY participated in WFD programs—32 in Beauty Care, 28 in Shielded Metal Arc Welding, and 26 in Building Wiring.
In Lambayong, USAID supported 20 PTAs. It also trained 18 school administrators in Management and 42 teachers—22 in Science, 17 in Math, and three in Management. A total of 59 OSY participated in WFD programs—32 in Building Wiring and 27 in Beauty Care.
In Lutayan, USAID supported 17 PTAs. It also trained 20 school administrators—one in Science, eight in Materials Development, and 11 in Management—and 411 teachers—19 in Science, three in Math, 362 in Materials Development, four in ICT, and 23 in Management. A total of 180 OSCY enrolled in basic education programs and 427 OSY participated in WFD programs—120 in Baking & Pastries Making, 107 in Kitchen Cooking, 85 in Driving, 55 in Basic Plumbing, 30 in Masonry, and 30 in Welding.
USAID’s EQuALLS2 Project in Sultan Kudarat is being implemented by IYF/ELSA in Esperanza and Lambayong, and by Save the Children in Lutayan.
