EQuALLS2 Project Accomplishments from October 1, 2010 to March 31, 2011
USAID, through its Education Quality and Access for Learning and Livelihood Skills (EQuALLS2) Project, continues to provide assistance to schools, teachers, and learners in conflict-affected areas in Mindanao. From October 1, 2010 to March 31, 2011, the following forms of assistance were extended to the regions, provinces, and municipalities indicated below.
Autonomous Region in Muslim Mindanao (ARMM)
USAID is assisting the municipalities of Lantawan and Maluso in Basilan province under the EQuALLS2 Project.
In Lantawan, USAID trained 41 school administrators and 229 teachers on Training ++. A total of 136 out-of-school children and youth (OSCY) enrolled in alternative basic education programs, and 37 out-of-school youth (OSY) participated in workforce development (WFD) programs on Information and Communications Technology (ICT).
In Maluso, USAID trained 31 school administrators and 396 teachers on Training ++. A total of 87 OSY participated in WFD programs—62 on Garments Making, 22 on Electronics, and three in Metal Crafts and Engineering.
The International Youth Foundation / Education Livelihood and Skills Alliance (IYF/ELSA) is implementing USAID’s EQuALLS2 Project in Basilan.
USAID is assisting Marawi City and the municipalities of Ganassi and Kapatagan in Lanao del Sur province under the EQuALLS2 Project.
In Marawi City, USAID supported one Local School Board (LSB). It also trained nine school administrators on Management. A total of 150 OSCY enrolled in alternative basic education programs, and 94 OSY participated in WFD programs—35 on Garments Making, 31 on Construction, and 28 on Entrepreneurship.
In Ganassi, USAID refurbished 22 Community Learning Centers (CLCs) and supported one LSB. It also trained 20 school administrators on Management. A total of 150 OSCY enrolled in alternative basic education programs, and 119 OSY participated in WFD programs—60 on Garments Making and 59 on Automotive Repair.
In Kapatagan, USAID constructed two classrooms, repaired 12 classrooms, refurbished one CLC, and supported one LSB. A total of 210 OSY participated in WFD programs—180 on Furniture and Fixtures Making, and 30 on Garments Making.
The Synergeia Foundation is implementing USAID’s EQuALLS2 Project in Lanao del Sur.
USAID is assisting the municipalities of Barira, Buldon, Datu Paglas, Datu Piang, Datu Saudi Uy Ampatuan, Mamasapano, Paglat, and Upi in Maguindanao province under the EQuALLS2 Project.
In Barira, USAID constructed two classrooms, refurbished 11 CLCs, and supported 22 Parent-Teacher Associations (PTAs). It also trained 37 administrators on School Administration. A total of 90 OSCY enrolled in alternative basic education programs, and 298 OSY participated in WFD programs—153 in Food Processing and Beverage Making, 115 in Construction, and 30 on Automotive Repair.
In Buldon, USAID supported 22 PTAs. It also trained 36 school administrators on School Management. A total of 152 OSCY enrolled in alternative basic education programs.
In Datu Paglas, USAID refurbished 17 CLCs and supported one LSB. It also trained 28 school administrators—21 on School Management and one in English—and 16 teachers on Training ++. A total of 154 OSCY enrolled in alternative basic education programs, and 103 OSY participated in WFD programs—27 on Metal Crafts and Engineering, 26 on Construction, 25 on Aviation and Land Transportation, and 25 on Tourism (Hotel and Restaurant Services).
In Datu Piang, USAID repaired two CLCs and supported eight PTAs. It also trained 42 school administrators—six on School Management, three on Science, and 33 on Training++—and 96 teachers—three on Management, four on Science, and 89 on Training ++. A total of 210 OSCY enrolled in alternative basic education programs, and 210 OSY participated in WFD programs—60 on Construction, 60 on Electronics, 60 on Tourism (Hotel and Restaurant Services), and 30 on Aviation and Land Transportation.
In Mamasapano, USAID refurbished three CLCs and supported six PTAs. It also trained 23 administrators—six on School Management, one on Science, and 16 on Training ++—and 111 teachers—18 on Management, five on Science, and 88 on Training ++. A total of 208 OSCY enrolled in alternative basic education programs, and 299 OSY participated in WFD programs—120 on Electronics; 89 on Food Processing and Beverage Making; 60 on Health, Social, and Other Community Development Services; and 30 on Construction.
In Paglat, USAID supported seven PTAs. It also trained 10 school administrators on Management and 63 teachers on English. A total of 75 OSY participated in WFD programs—25 on Construction, 25 on Garments Making, and 25 on Metal Crafts and Engineering.
In Upi, USAID repaired nine classrooms and supported one LSB. It also trained 46 school administrators—43 on Management and three in English—and 68 teachers on English. A total of 150 OSCY enrolled in alternative basic education programs, and 342 OSY participated in WFD programs—204 on Aviation and Land Transportation, 56 on Automotive Repair, 56 on Tourism (Hotel and Restaurant Services), and 26 in Electronics.
In Maguindanao, USAID’s EQuALLS2 Project is being implemented by Save the Children in Datu Piang, Datu Saudi Uy Ampatuan, and Mamasapano, and by the Synergeia Foundation in Barira, Buldon, Datu Paglas, Paglat, and Upi.
USAID is assisting the municipalities of Jolo, Luuk, Omar, Patikul, Siasi, and Talipao in Sulu province under the EQuALLS2 Project.
In Jolo, USAID supported 31 PTAs. It also trained 32 school administrators—30 on School Management and two on English--and 818 teachers—751 on English, two on Science, and 65 on Training ++. A total of 303 OSCY enrolled in alternative basic education programs, and 150 OSY participated in WFD programs—50 on Metal Crafts and Engineering, 25 on Automotive Repair, 25 on Construction, 25 on Electronics, and 25 in Food Processing and Beverage Making.
In Luuk, USAID refurbished one CLC and supported one PTA. It also trained five school administrators on School Management and 47 teachers on Training ++. A total of 208 OSCY enrolled in alternative basic education programs, and 240 OSY participated in WFD programs—120 on Food Processing and Beverage Making, 60 on Garments Making, 30 on Agriculture and Fisheries, and 30 on Tourism (Hotel and Restaurant Services).
In Omar, USAID refurbished two CLCs and supported 15 PTAs. It also trained 11 school administrators—eight on Management and three on Training ++—and 40 teachers—seven on Management and 33 on Training ++. A total of 359 OSCY enrolled in alternative basic education programs, and 234 OSY participated in WFD programs—120 on Food Processing and Beverage Making, 59 on Garments Making, 30 on Tourism (Hotel and Restaurant Services), and 25 on Agriculture and Fisheries.
In Patikul, USAID refurbished 19 CLCs and supported 16 PTAs. It also trained 27 school administrators—17 on School Management and 10 on Math—and 216 teachers—215 on Math and one on Training ++. A total of 26 OSCY enrolled in alternative basic education programs, and 75 OSY participated in WFD programs on Agriculture and Fisheries.
In Siasi, USAID refurbished eight CLCs and supported one LSB. It also trained 30 school administrators on Management and 19 teachers on Training ++. A total of 50 OSCY enrolled in alternative basic education programs, and 150 OSY participated in WFD programs—100 on Agriculture and Fisheries, 25 on Construction, and 25 on Food Processing and Beverage Making.
In Talipao, USAID refurbished one CLC and supported seven PTAs. It also trained 15 school administrators—13 on School Management and two on Training ++—and 88 teachers on Training ++. A total of 57 OSCY enrolled in alternative basic education programs, and 240 OSY participated in WFD programs—120 on Food Processing and Beverage Making, 60 on Garments Making, 30 on Agriculture and Fisheries, and 30 on Tourism (Hotel and Restaurant Services).
In Sulu, USAID’s EQuALLS2 Project is being implemented by the Synergeia Foundation in Jolo, Patikul, and Siasi, and by Save the Children in Luuk and Talipao.
USAID is assisting the municipalities of Bongao and Panglima Sugala in Tawi-Tawi province under the EQuALLS2 Project.
In Bongao, USAID repaired 23 classrooms and refurbished 12 CLCs. It also trained 86 school administrators—20 on Management, one on English, one on Math, and 64 on Training ++—and 1,096 teachers—36 on English, 122 on Science, 182 on Math, and 756 on Training++. A total of 630 OSCY enrolled in alternative basic education programs, and 354 OSY participated in WFD programs—87 on Construction, 77 on Electronics, 73 on ICT, 70 on Food Processing and Beverage Making, and 47 on Life Skills.
In Panglima Sugala, USAID refurbished six CLCs. It also trained 31 school administrators—three on Management and 28 on Training ++—and 217 teachers on Training++. A total of 318 OSCY enrolled in alternative basic education programs. IYF/ELSA is implementing USAID’s EQuALLS2 Project in Tawi-Tawi.
Region IX (Western Mindanao)
In this city, USAID supported eight PTAs. It also trained 20 school administrators—six on School Management, one on English, and 13 on Training ++—and 385 teachers—14 on Management, 23 on English, and 348 on Training ++. A total of 90 OSCY enrolled in alternative basic education programs, and 180 OSY participated in WFD programs—60 on Electronics, 60 on Food Processing and Beverage Making, and 60 on Tourism (Hotel and Restaurant Services).
Save the Children is implementing USAID’s EQuALLS2 Project in Isabela City.
In this city, USAID constructed two classrooms, refurbished three CLCs, and supported 16 PTAs. It also trained 30 school administrators—11 on School Management, three on English, and 16 on Training ++—and 725 teachers—11 on Management, 91 on English, and 623 on Training ++. A total of 124 OSCY enrolled in alternative basic education programs, and 360 OSY participated in WFD programs—240 on Food Processing and Beverage Making, and 120 on Tourism (Hotel and Restaurant Services).
Save the Children is implementing USAID’s EQuALLS2 Project in Zamboanga City.
USAID is assisting the municipalities of Salug and Siocon in Zamboanga del Norte province under the EQuALLS2 Project.
In Salug, USAID constructed two classrooms, repaired four classrooms, refurbished two CLCs, and supported 17 PTAs. It also trained 31 school administrators—10 on School Management and 21 on Training ++—and 244 teachers—37 on Management and 207 on Training ++. A total of 210 OSCY enrolled in alternative basic education programs, and 268 OSY participated in WFD programs—90 on Aviation and Land Transportation, 60 on Tourism (Hotel and Restaurant Services), 58 on Construction, 30 on Automotive Repair, and 30 on Metal Crafts and Engineering.
In Siocon, USAID repaired four classrooms, refurbished three CLCs, and supported 25 PTAs. It also trained 44 school administrators—17 on School Management and 27 on Training ++—and 193 teachers—37 on Management and 156 on Training ++. A total of 212 OSCY enrolled in alternative basic education programs, and 326 OSY participated in WFD programs—120 on Tourism (Hotel and Restaurant Services); 116 on Food Processing and Beverage Making; and 90 on Health, Social, and Other Community Development Services.
Save the Children is implementing USAID’s EQuALLS2 Project in Zamboanga del Norte.
USAID is assisting the municipalities of Dinas, Margosatubig, and San Miguel in Zamboanga del Sur province under the EQuALLS2 Project.
In Dinas, USAID constructed two classrooms, repaired two classrooms, refurbished two CLCs, and supported 24 PTAs. It also trained 35 school administrators—16 on School Management and 19 on Training ++—and 198 teachers—35 on Management and 163 on Training ++. A total of 132 OSCY enrolled in alternative basic education programs, and 360 OSY participated in WFD programs—300 on Tourism (Hotel and Restaurant Services) and 60 on Aviation and Land Transportation.
In Margosatubig, USAID repaired two classrooms, refurbished two CLCs, and supported 14 PTAs. It also trained 18 school administrators—five on School Management and 13 on Training ++—and 189 teachers—seven on Management and 182 on Training ++. A total of 185 OSCY enrolled in alternative basic education programs, and 302 OSY participated in WFD programs—210 on Tourism (Hotel and Restaurant Services) and 92 on Aviation and Land Transportation.
In San Miguel, USAID constructed two classrooms, repaired two classrooms, refurbished two CLCs, and supported 15 PTAs. It also trained 20 school administrators—eight on School Management and 12 on Training ++—and 120 teachers—16 on Management and 104 on Training ++. A total of 158 OSCY enrolled in alternative basic education programs, and 417 OSY participated in WFD programs—240 on Tourism (Hotel and Restaurant Services), 150 on Aviation and Land Transportation, and 27 on Entrepreneurship.

USAID is assisting the municipalities of Alicia, Malangas, and Olutanga in Zamboanga del Sur province under the EQuALLS2 Project.
In Alicia, USAID repaired two classrooms, refurbished three CLCs, and supported 25 PTAs. It also trained 21 school administrators—eight on School Management, and 13 on Training ++—and 151 teachers—27 on Management and 124 on Training ++. A total of 169 OSCY enrolled in alternative basic education programs, and 120 OSY participated in WFD programs—60 on Aviation and Land Transportation, and 60 on Garments Making.
In Malangas, USAID repaired two classrooms, refurbished three CLCs, and supported 22 PTAs. It also trained 17 school administrators—10 on Management and seven on Training ++—and 184 teachers—27 on Management and 157 on Training ++. A total of 160 OSCY enrolled in alternative basic education programs, and 239 OSY participated in WFD programs—120 on Tourism (Hotel and Restaurant Services); 59 on Aviation and Land Transportation; 30 on Health, Social, and Other Community Development Services; and 30 on Metal Crafts and Engineering.
In Olutanga, USAID constructed two classrooms, repaired two classrooms, refurbished two CLCs, and supported 14 PTAs. It also trained 15 school administrators—five in school management and 10 in training ++—and 250 teachers—38 in management, and 212 in training ++. A total of 119 OSCYs enrolled in basic education programs, and 270 OSCYs participated in WFD programs—60 in construction, 30 in metals & engineering, 120 in processed food and beverages, and 60 in tourism (hotels and restaurant).
Save the Children is implementing USAID’s EQuALLS2 Project in Zamboanga Sibugay.
Region XII (Central Mindanao)
In this city, USAID supported seven PTAs. It also trained 11 school administrators on School Management. A total of 151 OSY participated in WFD programs—69 on Electronics; 65 on Food Processing and Beverage Making; and 17 on Health, Social, and Other Community Development Services.
IYF/ELSA is implementing USAID’s EQuALLS2 Project in Cotabato City.
USAID is assisting the municipalities of Midsayap and Pigkawayan in North Cotabato province under the EQuALLS2 Project.
In Midsayap, USAID repaired seven classrooms, refurbished three CLCs, and supported 45 PTAs. It also trained 136 school administrators—43 on School Management and 93 on Training ++—and 553 teachers—49 on Management, one on English, and 503 on Training ++. A total of 167 OSCY enrolled in alternative basic education programs,and 743 OSY participated in WFD programs—201 on Aviation and Land Transportation; 121 on Health, Social, and Other Community Development Services; 118 on Tourism (Hotel and Restaurant Services); 63 on Automotive Repair; 63 on Food Processing and Beverage Making; 59 on Construction; 59 on Electronics; 30 on ICT; and 29 on Metal Crafts and Engineering.
In Pigkawayan, USAID supported 32 PTAs. It also trained 34 school administrators—33 on School Management and one on English—and 131 teachers—21 on Management, 109 on English, and one on Science. A total of 101 OSY participated in WFD programs—64 on Aviation and Land Transportation, and 37 on Health, Social, and Other Community Development Services.
Save the Children is implementing USAID’s EQuALLS2 Project in North Cotabato.
USAID is assisting the municipality of Malapatan in Sarangani province under the EQuALLS2 Project.
In Malapatan, USAID trained nine school administrators on School Management and three teachers on Management. A total of 76 OSY participated in WFD programs—26 on Health, Social, and Other Community Development Services; 25 on Electronics; and 25 on Metal Crafts and Engineering.
IYF/ELSA is implementing USAID’s EQuALLS2 Project in Sarangani.
USAID is assisting the municipalities of Sto. Niño and Tantangan in South Cotabato province under the EQuALLS2 Project.
In Sto. Niño, USAID trained 18 school administrators—14 on School Management, two on English, and two on Science—and 400 teachers—five on Management, 146 on English, 159 on Science, and 90 on Math. A total of 54 OSY participated in WFD programs—28 on Construction and 26 on Health, Social, and Other Community Development Services.
In Tantangan, USAID trained 17 school administrators on Management and 517 teachers—nine on Management, 164 on English, 179 on Science, and 165 on math. A total of 26 OSY participated in WFD programs on Health, Social, and Other Community Development Services.
IYF/ELSA is implementing USAID’s EQuALLS2 Project in South Cotabato.
USAID is assisting the municipalities of Esperanza, Lambayong, and Lutayan in Sultan Kudarat province under the EQuALLS2 Project.
In Esperanza, USAID trained 23 school administrators on School Management and 601 teachers—17 on Management, 96 on English, 220 on Science, and 268 on Math. A total of 52 OSY participated in WFD programs—27 on Electronics and 25 on Health, Social, and Other Community Development Services.
In Lambayong, USAID trained 23 school administrators—21 on Management and two on Training++—and 482 teachers—three on Management, 232 on Science, and 247 on math. A total of 79 OSY participated in WFD programs—28 on Aviation and Land Transportation; 26 on Health, Social, and Other Community Development Services; and 25 on Electronics.
In Lutayan, USAID repaired five classrooms, refurbished two CLCs, and supported 13 PTAs. It also trained 33 school administrators—eight on Management and 25 on Training++—and 184 teachers—19 on Management and 165 on Training ++. A total of 92 OSCY enrolled in alternative basic education programs, and 369 OSY participated in WFD programs—114 on Tourism (Hotel and Restaurant Services); 92 on Aviation and Land Transportation; 72 on Electronics; 61 on Health, Social, and Other Community Development Services; and 30 on Metal Crafts and Engineering.
USAID’s EQuALLS2 Project in Sultan Kudarat is being implemented by IYF/ELSA in Esperanza and Lambayong, and by Save the Children in Lutayan.
