EQuALLS2 is coordinated by the EDUCATION DEVELOPMENT CENTER (EDC), a US-based non-profit organization, in partnership with DepED and DepED ARMM. EDC will provide technical guidance to three lead implementing organizations.

• SAVE THE CHILDREN is an international organization which works to create lasting, positive change in the lives of disadvantaged children and adolescents. It will be working in EQuALLS2 sites in Zamboanga Peninsula (Region 9) and parts of Sulu and North Cotabato.
  
  
• SYNERGEIA FOUNDATION is a Philippine-based coalition of individuals, institutions, and organizations working together to improve the quality of basic education in the Philippines. Synergeia will work in ARMM.
  
  
• The INTERNATIONAL YOUTH FOUNDATION is an international organization which works to improve the conditions and prospects for young people around the world. It will lead an alliance of local partners that will work in Region 12, Basilan, and Tawi-Tawi.
